Significant Changes in Operations

Dear Colleagues, 

I am pleased to announce a key update regarding a restructuring within NYCHA’s Operations division.  

After conducting an extensive analysis, we are dividing Waste Management and Pest Control into two separate departments, which will now be under the oversight of the new Operations Support Services division. This separation will allow us to have better control over all pest and waste remediations throughout NYCHA’s portfolio.    

Other departments that are now managed under Operations Support Services include Heating, Elevator Services and Repair, and the new Emergency Management and Services Department. Several personnel appointments have been made to help us lead these departments.  

We continue to make these updates to our organization to strengthen the Authority and our service to residents, efforts that are especially valuable as we continue the important work of transforming NYCHA. 

Helping us to lead this recent transition is Keith Grossman, who was appointed Senior Vice President for Operations Support Services, effective April 26. We are also welcoming the return of Sylvia Aude, appointed Senior Vice President for Public Housing Tenancy, effective April 11. 

Mr. Grossman comes to NYCHA after serving for six years as the Director of the Emergency Management Office at the New York City Department of Education (DOE), overseeing an emergency management program for all 1,900 schools in 1,574 buildings. As director, Keith was DOE’s primary liaison to citywide emergency services, emergency management, and planning agencies while managing the coordination of department assets during agency-wide response to major incidents. 

Keith, who previously served as Director of Emergency Management and Safety at Brookdale University Hospital and Medical Center, has 20 years of experience in emergency services, including 10 years as incident management team leader for the Wantagh Fire Department. He holds a Bachelor of Arts degree in English from Binghamton University and earned a Master of Public Administration in health care from Alfred University.   

After previously serving for more than a decade at NYCHA, most recently as Vice President of Public Housing Tenancy Administration, Ms. Aude has returned to assume the role of Senior Vice President. During her time as Vice President, Sylvia was responsible for managing over 150 employees in three departments while providing strategic guidance and oversight on public housing policy. Among the key initiatives she helped lead was the implementation of a more user-friendly online portal for public housing residents to complete their Annual Recertification.  

Other NYCHA roles she has held include Director of Management Services, Director of Operations for the Office of the General Manager, and Senior Adviser in the Office of the Chief Administrative Officer. Sylvia earned a Bachelor of Science degree in industrial economics from Union College.
