NYCHA Earns Excellence in Financial Reporting Award for 20th Straight Year 

Now 20 years strong, NYCHA was again recognized for its excellence in financial reporting with a Certificate of Achievement from the Government Finance Officers Association of the United States and Canada (GFOA). The GFOA award was recently bestowed to the Authority for its comprehensive annual financial report for the fiscal year that ended December 31, 2022.  

The report was judged by an impartial panel on various rigorous standards, which includes demonstrating a constructive “spirit of full disclosure” to clearly communicate its financial story and motivate stakeholders to read the report. The Certificate of Achievement is the highest form of recognition in the area of governmental accounting and financial reporting.  

“Receiving the Certificate of Achievement for Excellence in Financial Reporting for the 20th year in a row is a testament to our ongoing dedication to best practices with regard to financial reporting, and we are honored to receive this prestigious national award once again,” Chief Executive Officer Lisa Bova-Hiatt said. 

Chief Financial Officer and Executive Vice President of Finance Annika Lescott-Martinez added: “NYCHA’s Financial Department has received the highest form of recognition in governmental accounting and financial reporting every year for two decades as a result of their exemplary work. It continues to be my honor and privilege to lead a team of expert staff who remain steadfast in their dedication to the transparency, timeliness, and accuracy of the Authority’s financial reporting.”

Controller Jeffrey Lesnoy said: “The challenges in the business and the increasing complexity in the accounting rules continue to grow, but the team continues to find ways to succeed. This was an outstanding team effort which included finance professionals whose dedication ensured accuracy, consistency, transparency, and conformance with governmental accounting standards. In addition, I would like to recognize the significant contributions of employees throughout the organization who offered their time and knowledge to ensure that the NYCHA team succeeded in its goals.” 

According to GFOA, the Certificate of Achievement represents a significant accomplishment by a government and its management. The annual financial reports of awardees satisfy generally accepted accounting principles as well as applicable legal requirements.  

NYCHA continues to maintain appropriate financial policies and procedures to manage working capital effectively while providing sound advice on the financial implications of Board decisions – key goals under the Authority’s Transformation Plan.
