Message from General Manager Vito Mustaciuolo

Dear Colleagues,

I am pleased to announce several new appointments and members of our executive team in Operations.

Carolyn Jasper has been appointed Acting Executive Vice President of Operations, effective July 8. In this role, Carolyn will oversee the activities of the Operations Division, composed of approximately 8,700 staff in three divisions: Property Management, Support Services, and the NextGeneration Operations Department. Carolyn has served NYCHA in various roles for more than 25 years, most recently as Vice President of Public Housing Operations. Before becoming Vice President, Carolyn was Senior Director for Property Management overseeing the Queens/Staten Island portfolio. Carolyn lead the successful transition of the Queens/Staten Island portfolio into the NextGen Operations (NGO) model.

Alfred Ferguson was appointed Vice President of Operations, effective July 1. Alfred will oversee public housing operations in Manhattan, the Bronx, and NGO1. He has spent his career at the NYC Department of Sanitation, rising through the ranks to hold positions such as Borough Chief of both Queens West and Staten Island, Director of the Operations Management Division, Chief of Regulatory Compliance and Career Development and, most recently, Chief of Collection and Recycling Operations. Some of his accomplishments at the Sanitation Department include optimizing weekly truck assignments and snow-fighting routes, developing a leadership course for newly promoted Supervisors and General Superintendents, and establishing a Geospatial Analytics and Data Development Unit. Alfred earned associate’s, bachelor’s, and master’s degrees at St. John’s University.

Joseph Courtien will join us on July 22 as Vice President of Operations, overseeing public housing operations in Brooklyn, Queens and Staten Island, as well as Mixed Finance. Joe has spent the last 25 years at the NYC Department of Housing Preservation and Development, starting as a Lead Abatement Worker and rising through the ranks to his current position as Citywide Chief Inspector for all Code Enforcement programs, including borough operations and the Lead Inspection Unit. In the aftermath of Hurricane Katrina, Joe served as a team leader, supervising 20 Inspectors who traveled to Mississippi to assist in storm recovery efforts.
