Meet the Coaching and Mentoring Leadership Academy Participants 

In January 2023, NYCHA launched its first-ever Coaching and Mentoring Leadership Academy (CMLA). Participants in the 16-week program are receiving training and coaching in areas such as strategic communications and crisis management, and they get the opportunity to enhance their leadership and management skills through mentorship.  

Over the next few weeks, we will profile some of the mentors and mentees participating in the Leadership Academy.    

Meet Property Maintenance Supervisor Oscar Rodriguez and Vice President for Strategic Services (Asset and Capital Management Division) Vincent Chin  

Oscar Rodriguez is a Property Maintenance Supervisor at Red Hook West Houses

Oscar Rodriguez has been with NYCHA since 2012. He started his career at the Authority as a Maintenance Worker. He later became an Assistant Superintendent in the Bronx and later in Brooklyn. He is currently a Property Maintenance Supervisor at Red Hook West Houses.   

Mr. Rodriguez, who describes himself as ambitious, punctual, and focused, said he joined the CMLA to become well-rounded in all aspects of NYCHA’s day-to-day operations and to gain knowledge that will make him better at his job.  

“The Coaching and Mentoring Leadership Academy has become a sunny day that brightens up a sometimes cloudy week and gives me hope that tomorrow will be brighter,” said Mr. Rodriguez. “The subjects covered are very well thought-out to give the participants the knowledge needed to encourage others.”  

Vincent Chin is NYCHA’s Vice President for Strategic Services

Vincent Chin, Vice President for Strategic Services in the Asset and Capital Management Division, is Mr. Rodriguez’s mentor. He joined NYCHA from the NYC Taxi and Limousine Commission, where he served as the Commission’s Chief Financial Officer. Prior to that, he worked for the NYC Department of Education supporting citywide operations on projects such as lead testing of school drinking water.   

Mr. Chin, who has nearly 20 years of public service experience, joined the CMLA to connect with other public servants across the organization who share his passion for creating a better world, and a more effective workplace, through collaboration, creativity, and learning.   

“The CMLA has put together an inspiring group of leaders, and it’s been great connecting with Oscar in the office and in the field,” said Mr. Chin. “I’ve learned so much in a short amount of time about the demands of the job at our properties. Employee Engagement and Learning & Development have done a great job building trust and encouraging open and honest conversations about what it takes to succeed as a leader and manager at NYCHA. I’m excited to see what is possible as we work together with colleagues across NYCHA on deepening a culture of collaboration and empowerment at all levels of our organization.”
