NYCHA Law Day 2026: “The Rule of Law and the American Dream”

NYCHA’s Law Department gathered earlier this month to celebrate the Authority’s third annual Law Day event, to recognize the excellent work of NYCHA’s “legal eagles” and to reflect upon the centrality of law, and public service, per this year’s national theme: “The Rule of Law and the American Dream.”

“Law Day is always an important opportunity for reflection on the year past, and anticipation of the year to come,” said David Rohde, NYCHA’s General Counsel and Chief Legal Officer, in his remarks to lead off the event.

Mr. Rohde opened the proceedings by reading from the federal statute that formally created Law Day: The occasion should serve as “a special day of celebration” dedicated to the importance of “equality and justice under law” and to cultivating “the respect for law that is so vital to the democratic way of life.”

“In the past year, the NYCHA Law Department has delivered a bewildering number of legal services for our clients, colleagues, and residents,” Mr. Rohde said, citing efforts ranging from administrative hearings and litigation to contracts, real estate transactions, claims administration, Freedom of Information Law responses, environmental opinions, and legal guidance to their range of clients with regard to policies, procedures, rules, and regulations. “We’ve served every one of our clients and residents with professionalism and respect.”

For Mr. Rohde, this year’s Law Day theme resonated with NYCHA’s ongoing work and mission.

“The term ‘American Dream’ was coined during the Great Depression,” he said, invoking historian James Truslow Adams’ description of the USA as a country “in which life should be better and richer and fuller for everyone.”

“NYCHA is a key part of the American Dream for 1 in 16 New Yorkers,” Mr. Rohde said. “Every single person in this room has an impact on the lives and the ‘American Dream’ of each of those New Yorkers.”

Mr. Rohde then went on to share remarks on behalf of NYCHA CEO Lisa Bova-Hiatt, who expressed her hope that their Law Day gathering would provide this extraordinary team a chance to reflect on how profoundly public housing — and the legal work essential to its existence — has contributed to New York’s historic and enduring role as the doorway to the “Land of Opportunity.”

“Law Day is not just about lawyers, but about the role of law to the foundation of our country,” Mr. Rohde said, paraphrasing Ms. Bova-Hiatt’s prepared text.

Ms. Bova-Hiatt also honored several historic figures in American jurisprudence with deep connectedness to the Authority, including U.S. Supreme Court Justice Sonia Sotomayor, who grew up in a NYCHA development that was later named after her.

“Today,” Mr. Rohde told the gathering on CEO Bova-Hiatt’s behalf, “NYCHA allows over half-a-million authorized residents to focus on their American Dream.”

The ceremony concluded with recognition of Law Department staff through milestone service acknowledgements and internal departmental awards.

“This is such a great department, truly,” he said. “It’s just a wonderful place to come to work!”
