NYCHA Signs 2024 Project Labor Agreement for Renovation Work Involving Construction Trades

Since 2015, NYCHA has maintained a Project Labor Agreement (PLA) with the Building & Construction Trades Council of Greater New York (BCTC) and the unions that BCTC represents. The agreement aims to establish standardized terms and conditions of project-related employment for construction trades, improve worker pay and training, avoid shortages of skilled workers and labor conflicts, and meet State legal requirements. Construction trades are critical in NYCHA’s capital projects, as well as certain major repair work undertaken by the Authority through vendor contracts.   

NYCHA recently negotiated and signed a new 2024 PLA, with a number of expanded and additional flexibilities to increase Section 3 employment opportunities as well as opportunities for Minority and Women-Owned Business Enterprises (MWBE). We focused on improving access to jobs and good-paying careers in the construction industry for NYCHA residents and other low-income New Yorkers, through employment on NYCHA contracts.   

The 2024 PLA reserves at least 50 slots per year for NYCHA residents to enter into union apprenticeship programs and requires these programs to provide NYCHA with advance notice of recruitment activities so that qualified residents can better access them. In addition, a portion of NYCHA contracts are no longer subject to requirements to hire workers through the union referral hall system. Depending on contract value, Section 3 Business Concerns and MWBEs on NYCHA contracts may also be able to utilize a larger share of workers not hired through the union referral hall system than under NYCHA’s previous PLA.  

This new agreement supports NYCHA’s efforts to effectively deliver hundreds of capital projects and major repairs over the next few years, and to increase Section 3 opportunities through this work.
