David Rohde Awarded for Outstanding Service as NYCHA’s General Counsel
David Rohde, Executive Vice President for Legal Affairs and General Counsel at NYCHA, has won the Dorothy Marie Miner Award for Outstanding Service as Counsel to an Agency.
The award, which is bestowed by the New York City Law Department to an attorney with at least three years of legal service in an agency other than the Law Department, recognizes outstanding accomplishments in furthering the mission of the awardee’s agency.
The award is named after Dorothy Miner, long-time Counsel to the New York City Landmarks Preservation Commission who was highly regarded for her legal abilities and judgment.
“It certainly is validating to know that your colleagues and peers recognize you as making a difference,” Mr. Rohde said.
As General Counsel, Mr. Rohde manages a 165-person Law Department, provides advice and counsel to NYCHA’s CEO and executive management, and liaises with City, State, and federal agencies and regulators as well as the courts. In addition, he oversees NYCHA’s Supply Management and Procurement Department, a team of more than 140 staff.
“From his efforts to help build the infrastructure for residents to apply for ERAP funding from the State and his advocacy to ensure residents get their fair share, to his work to reduce backlogs and increase efficiencies in our Torts unit, David Rohde is an indispensable part of our work to move the Authority forward and better serve the NYCHA community,” said NYCHA CEO Lisa Bova-Hiatt. “It’s an honor and a pleasure to work alongside him and the very dedicated team he leads.”
Mr. Rohde began his legal career at the New York City Law Department as a tort, real estate tax, and eminent domain litigator, later serving as Senior Counsel, Deputy Chief Information Officer, and Director of Knowledge Management and User Education.
Prior to joining NYCHA in 2020, he served as the Senior Director for Consulting Services at Epiq Systems, a leading provider of legal process outsourcing, discovery services, and consulting.
Mr. Rohde then re-entered public service as NYCHA’s Managing Attorney at a time of tremendous transformation at NYCHA. The Law Department, for which he is responsible, has been crucial to NYCHA’s efforts to reimagine and transform the ways it serves residents.
