5,900 Apartments Will Receive Major Repairs
Residents of the following developments in Manhattan and Brooklyn will benefit from major repairs to their apartments and buildings thanks to NYCHA’s Permanent Affordability Commitment Together (PACT) program: Linden, Boulevard, Williamsburg, Harlem River I and II, Audubon, Bethune Gardens, and Marshall Plaza.
PACT is part of the Authority’s NYCHA 2.0 long-term plan; it shifts apartments to Section 8 funding to generate revenue for critical improvements. Under PACT, development partners make repairs and manage the buildings, NYCHA maintains ownership of the buildings and land, and residents keep their rights and affordability (rents remain at 30 percent of household income).
Since the initiative’s launch, NYCHA has converted 5,174 apartments through PACT, and another 4,343 apartments are expected to convert to Section 8 funding later this year and early next year.
“Public housing residents across New York City are relying on us to address both their critical repair needs and secure affordable housing for their families — NYCHA 2.0 is a path for the City to do both,” said Chair and CEO Greg Russ. “By investing needed capital into our properties, we and our partners are focused on making sure that more residents can experience an improved quality of life in safe, healthy homes for generations to come.”
Residents in developments participating in the PACT program will see their buildings and apartments transformed and rehabbed. Apartment renovations include comprehensive work on kitchens, bathrooms, windows, and flooring. Chronic heat and gas outages will be addressed, and renovations of interiors and common spaces, as well as elevator repairs, will be completed. Building security, including entry systems, will be improved and additional security cameras will be installed.
PACT is one of three main tools under NYCHA 2.0 to help invest much-needed money into public housing citywide while safeguarding long-standing resident rights and protections, including affordability. Over the next 10 years, NYCHA expects to improve the quality of life for 140,000 New Yorkers in total through the PACT program.
