David Rohde Appointed NYCHA’s General Counsel

It is my pleasure to announce the appointment of David Rohde as Executive Vice President for Legal Affairs and General Counsel. We have been hard at work making the changes and improvements necessary to strengthen our organization and deliver better for residents; David’s appointment further establishes the team of talented, committed professionals leading our transformation efforts.
Upon my arrival at NYCHA, David joined our leadership team as Senior Vice President and Managing Attorney, later becoming Interim General Counsel. In just a few years, David restructured the Law Department and promoted organizational excellence by supporting attorney and staff professionalism, building greater capacity and efficiency, and improving policies. At that same time, his efforts served to reduce evictions and case backlogs. Notably, he initiated the advocacy and business infrastructure for residents to apply for and receive Emergency Rental Assistance Program (ERAP) funding from the State. This collaborative effort was a historic victory for NYCHA and residents, and we are thankful that eligible residents will benefit from this vital funding resource.
David’s track record of dedication and achievement at NYCHA follows extensive leadership experience in both public and private law department management, in which he has spearheaded operational reforms driven by data and technology solutions. He previously served as Senior Counsel and Deputy Chief Information Officer at the NYC Law Department, Office of the Corporation Counsel, where he was a principal legal, policy, and management advisor on law and technology issues for the nation’s largest governmental law department beyond the U.S. Department of Justice. As Senior Director of Consulting Services at Epiq, a global technology-focused legal services provider, he led a high-level practice group serving large and complex organizations, law departments, and government entities.
