From Ronella Jones, Housing Assistant at Beach 41st Street Houses: “What happens to staff jobs when the development goes RAD/PACT? And what if there are no other locations that can accept transfer staff from the developments that went RAD/PACT?”

Interim CEO Lisa-Bova Hiatt: “In the past several years, PACT, New York City’s implementation of RAD, has generated more than $3.4 billion in capital funding for comprehensive apartment renovations and building infrastructure improvements for nearly 15,500 households. An additional 19,700 households are part of active development projects in the process of resident engagement or pre-development.

PACT is an effective and valuable tool for bringing our aging buildings the upgrades that residents deserve. Through partnerships with non-profit and private partners, we can deliver urgently needed repairs and investments to apartments, buildings, and community spaces and provide on-site social services and programs. At the same time, PACT preserves residents’ rights (including permanently affordable rents), NYCHA employees’ jobs, and NYCHA’s ownership of the land and buildings. NYCHA continues to administer the Section 8 subsidy and waitlist, and monitor conditions, at PACT developments. Where needed, NYCHA can step in to resolve any issues that may arise between residents and the new property management team.

When a development converts to PACT, the development’s funding source transitions from Section 9 to the more stable (but still federally funded) Project-Based Section 8, and the PACT partner serves as the property manager. Employees at that development will be redeployed to vacancies at other NYCHA locations or developments closest to their homes, through seniority order. No employees will lose their jobs as a result of a PACT conversion – all employees will be accommodated regardless of the status of existing staff vacancies.
