As public housing Operations continues to build its leadership team, I want to share the following management appointments: Joey Koch as Senior Vice President for Operations Support Services, Javier Almodovar as Director of Heating Management Services, Sylvia Aude as Director of Management Services, and Robert Mallamo as Acting Director of Maintenance, Repair & Skilled Trades.
We are working to improve our systems and services, and I look forward to working with these leaders to provide NYCHA residents with safe, clean, and well-maintained properties.

Joey Koch has been appointed Senior Vice President for Operations Support Services effective September 17. In this role, Joey will oversee the management of Emergency Services, Elevator Services, Heating Management Services, Maintenance, Repair & Skilled Trades, and Technical Services. Joey previously served as Deputy Commissioner and Deputy Chief Asset Management Officer at the Department of Citywide Administrative Services. She also served as Special Counsel in the Office of the Mayor and later worked in global procurement at Bloomberg LP. Joey brings a depth of knowledge and experience about managing complex operations to NYCHA.
Javier Almodovar has been appointed Director of Heating Management Services effective August 13. In this role, Javier will lead the operations and administration of NYCHA’s heating plants and all heating and hot water service. Javier is a 29-year NYCHA veteran and proud former NYCHA resident from Jacob Riis Houses. Javier first came to NYCHA in 1989 as a participant in the NYCHA Youth Training Program and shortly thereafter became a Heating Plant Technician. His previous roles at NYCHA include Manhattan Skilled Trades Deputy Director, Manhattan Heating Administrator, Property Management Superintendent, and Assistant Superintendent. Most recently, Javier was the Deputy Director of Heating Management Services.
Sylvia Aude has been appointed Director of Management Services effective September 4. In this role, Sylvia will lead the Authority’s work on tenancy compliance and business improvement projects that increase efficiency and customer service. Sylvia joined NYCHA in 2010 and has served as a Senior Staff Analyst, Program Manager, Senior Advisor, and Senior Administrator. Mostly recently, Sylvia was the Deputy Director of Management Services.
Robert Mallamo has been appointed Acting Director of Maintenance, Repair & Skilled Trades (MRST) effective September 17. In this role, Robert will manage the Authority’s central shops, environmental operations, and waste and pest management programs. Robert joined NYCHA in 1982 as a Maintenance Worker and he has held many leadership roles at NYCHA, including Assistant Director for the Technical Services Department, Skilled Trades Administrator for the Bronx, Regional Asset Manager, Skilled Trades Administrator for Manhattan, and Superintendent. Most recently, Robert served as Deputy Director of Maintenance, Repair & Skilled Trades.
And, please join me in thanking Erenisse Tavarez for her outstanding service in the role of Acting Senior Vice President for Operations Support Services over the past 10 months.
