Meet NYCHA Change Ambassador Chaking Moore

Since starting his career at NYCHA in 1994 as a City Seasonal Aide, Chaking Moore has held a variety of positions at the Authority. He’s always been driven by the opportunity to either serve residents directly or help operate their developments effectively.

Mr. Moore is currently an Administrator with the Emergency Services Department. He manages the flood protection initiative, which has been providing deployable and permanent flood protection measures at various NYCHA locations since Superstorm Sandy struck the city.

Over his 27 years at NYCHA, Mr. Moore has witnessed a lot of changes at NYCHA. He joined the Employee Engagement Committee in 2018, which inspired him to become a Change Ambassador when that program launched, so that he could serve the organization in a new way.

“I was at a point in my career where I felt just commenting about issues and providing some feedback wasn’t enough,” he explained. “I wanted to brainstorm with like-minded individuals who truly wanted to see positive change and had ideas and insight on how this could be accomplished.”

Mr. Moore is one of more than 200 Change Ambassadors who work with their colleagues to share updates about the Authority’s plans for progress and ensure that everyone is involved with NYCHA’s transformation. As NYCHA implements its Blueprint for Change Transformation Plan, which seeks to improve how the Authority delivers services to residents, the Change Ambassadors are relied upon to share the news about the effort to their colleagues.  

“My primary focus was ensuring that staff are included in the process of providing feedback on all major agency decisions like policies, procedures, initiatives, etc.,” Mr. Moore said. “This would enable NYCHA to have a more accurate depiction of impact and obstacles as well as garner better results, which would also boost employee morale. My secondary focuses were effective training for staff for future advancement, agency transparency, and consistent communication between all levels.”

During the pandemic, the Change Ambassadors have been meeting virtually once per month, allowing employees to voice their opinions and exchange ideas for making positive changes.

“Change Ambassadors provide the voices from each department. The voices become ideas, ideas are discussed, and that leads to execution and impact.”
